What at first appears to be a bad bodge is in fact a clever kluge.

You’re looking at the timing advance weights in the distributor to a FIAT Spider. Normally each side has a spring, and the relationship of the spring’s strength to the weights sets the advance curve. On this example one side has been restricted, but it’s not a poor repair from a previous owner. This was purposefully designed by Legend Industries to limit the advance curve on the Turbo 124s.
